Planning and Congestion Management

Chris Arabia, TDM/Marketing Program Manager, manages and evaluates commuter assistance programs, and contributes to the development of TDM and congestion mitigation program plans. Charlene T. (Gus) Robey, TDM/Marketing Section Manager, manages the research, planning, funding, development, implementation, marketing and evaluation of Transportation Demand Management (TDM) and ridesharing programs. Transit
Darrel Feasel, Rural Transit Section Manager, works with DRPT grantees to provide assistance in transit management, marketing and operations, procurement of small vehicles, route planning and schedule development, administrative and maintenance facility planning and construction, budgeting and finance, and grants and program management. Mike Harris, Dulles Corridor Metrorail Project Coordinator, provides support to the Metropolitan Washington Airports Authority project team and serves as DRPT’s coordinator for the project, providing state-level support to help advance the project into construction. Tanya Husick, Northern Virginia Project Manager, provides assistance in the management of transit and multimodal studies, coordination with local, state and federal agencies, grant projects and submission reviews, and program and project assistance to localities in the Northern Virginia region. Sharmila Samarasinghe, Northern Virginia Project Manager, works with Northern Virginia localities and regional transportation groups and agencies in the management of capital, intern and demonstration grants. Neil Sherman, Specialized Transportation Program Manager, helps human service transportation providers prepare and apply for Federal Transit Administration Section 5310, Job Access and Reverse Commute Program and New Freedom Program grants. Rail Transportation
Jacob Craig, Program Manager for Rail Construction, provides expertise in track design, trail design, stormwater design, value engineering, site development, cost estimating, contract administration and construction administration. David Harlan, Manager of Rail and Transit Special Projects, oversees special rail and transit capital projects across all DRPT business areas and manages state and federal requirements, engineering requirements and contract compliance. Safety and Security
Amy Ettinger, Security and Emergency Preparedness Coordinator, maintains DRPT’s Continuity of Operations Plan (COOP), provides technical assistance for security training opportunities and security plan development, and conducts security and vulnerability assessments for transit operators. Finance and Administration
Terry Brown, Manager of Programming, ensures that DRPT grantees receive grants on a timely basis, oversees the programming function to research grants in the STIP and the Six Year Improvement Plan, and serves as a liaison with VDOT and the Federal Transit Administration on financial matters.
