Responsible for the Richmond and Hampton Roads areas, this section manages the annual urban public transportation grant programs and represents DRPT at local Metropolitan Planning Organizations and transit agencies. It oversees more than 350 million dollars in federal and state funds that support services provided by WMATA (Metro) and local bus operators. In addition, this section leads performance evaluations, the state public transportation grant application process, the Virginia Transit Liability Pool, and several major studies and projects.

DRPT participates in the Metropolitan Washington Council of Governments and numerous committees working to improve transportation. The Urban Transit section leads research and analysis efforts on such topics as Intelligent Transportation Systems (ITS) and manages projects funded through the Demonstration Grant Program.
