Commonwealth Commuter Choice is a commuter assistance program for state employees who commute to work using qualified vanpools or transit services. Executive Order 71 (01) created Commonwealth Commuter Choice and directs all state agencies to provide a tax-free qualified transportation fringe benefit to full-time employees who regularly commute to their offices in the Northern Virginia and Fredericksburg areas using a qualified vanpool or transit service. The benefit amount must be equal to the employee’s actual monthly cost of commuting, up to the maximum allowable under federal regulations effective January 1, 2012; $125 per month.
All executive branch agencies with offices in the counties of Arlington, Fairfax, Loudoun, Prince William, Spotsylvania and Stafford, and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, Manassas and Manassas Park must provide a Commuter Choice benefit program for full-time employees who regularly report to work in those localities. State agencies are also encouraged to provide the same transportation benefit to full-time employees who report to work in offices outside of the specified localities.
By increasing state employee use of vanpools and transit, Commonwealth Commuter Choice helps reduce traffic congestion, air pollution and preserves energy resources.
